What:
Water is known to be a very good solvent with polar molecules. Water itself is a polar molecule. Each water molecule has a net charge because of the slight negative charge on the oxygen atom and a slight positive charges on the hydrogen. When a solid like NaCl is added to water, the small charges on the water molecule start to "chew up" and surround the Na+ and Cl- ions.
